The government of Kosovo answered officially to the resolution of the
Serbian institutions through a declaration in which the interests of the
Kosovo institutions are declared with the purpose to preserve the
territorial integrity of the country.

Kosovo underlines that Serbia’s proposition to give autonomous status to communes with major Serbian population is unacceptable and out of question.

The entire process should conclude with an internationally binding agreement for normalizing the relations between Kosovo and Serbia.

This statement was released after a closed-door meeting between the Kosovo Prime Minister and representatives from all political parties, except for the Self-Determination Movement. Kosovo published these requests:

1. Strengthening Northern Kosovo structures in education, health, social matters and other structures in full accordance with the proposition of President Ahtisaari, according Kosovo’s Constitution and the laws in force.

2. Removal of Serbian security structures in northern Kosovo.

3. Creating necessary conditions for holding free local elections in northern Kosovo and for allowing the citizens to participate in Kosovo’s central elections.

4. Creating the new Northern Mitrovica commune..

5. Creating conditions for organizing a population and property registration in this part of Kosovo.

6. Providing adequate economic and development treatment of northern Kosovo, which among other things would mean the establishment of a fund for this area.

7. Reaching an international agreement for normalizing relations between Kosovo and Serbia, whcih would be guaranteed by EU, Albania and the Quint Countries.

Understanding that Serbia will not be able to recognize its independence, Kosovo asks the international factor to guarantee Kosovo’s membership in the UN, NATO and the EU, without any obstacles from Serbia.

The Prime Minister also introduced the representatives of political parties to the other topics to be discussed in the next meeting with Serbia’s Prime Minister, on January 17th.
