The Socialist MP, Taulant Balla, filed a report at the Tirana
Prosecution against the Minister of Innovation and Technology, Genc
Pollo.
Balla accuses Minister Pollo of power abuse, by violating equality in the tender for the construction of a national high speed internet network.
MP Balla argues in the full material filed at the Prosecution that Pollo, after holding the tender that was postponed several times, has closed the procedures for realizing the failure of the tender.
Balla reaches this conclusion through the documents, the most important of which is an order given by Pollo himself.
According to Balla, the order says that the tender was closed without any winner since this permit for the national high speed internet network was already given by the Ministry of Transport and Telecommunication, and this permit had created procedural violations and negative impacts.
For Balla, this fact confirms that the Minister has planned the failure of the international tender, in order to favor a private subject since the beginning.
A second fact against the Minister, according to the Socialist MP, is related with the criteria of the tender.
According to Balla, the competitors were required to have 300 million EUR of annual turnover or 5 million EUR in bank. The Socialist MP considers that these are violations of the equality law for the participation in tenders and public auctions.
Balla also says that Minister Pollo should be charged with passive corruption, since his penal act has caused great economic damages and has created illegal profits.
