The two Indian citizens who are accused by the authorities in their countries of stealing $725 mln, are building not only in Tirana, but also in Dhermi.

The Indians with Albanian citizenship have invested in a complex that is being built by Julian Morina, and the “Laxmi Real Estate” company owned y the two Sandesara brothers.

But how did they manage to get one of the best areas for construction in the country? There is a long saga with trials, transactions and power influence, that involves Besnik Dervishi, former Minister and former MP of the Socialist Party.

A man named Spiro Ruci, from Himara, had received 1300 of land in this construction parcel through Law 7501, which distributed the state-owned land to villagers after the fall of communism.

But the Court of Vlore recognized 3500 other square meters as his, from the nearby parcel. The decision that changed the owner of the 3500 square meters was taken on December 12th, 2013, two months after Besnik Dervishi was appointed Prefect of Vlora.

Two days after this decision, an explosive charge blew up his vehicles right near the Prime Minister’s office. It doesn’t seem that this explosion was related to the land in Vlora, but Dervishi and Ruci had economic ties.

In 2017, when Dervishi was appointed Commissioner for Information, he created an association with Jorgji Ruci, for building the Dymades Dream complex. The Ruci family contributed 4800 of lands, Besnik Devishi with 28.000 EUR.

But one year later, Dervishi decided to leave the company and sold the shares to JOrgji Ruci for 28.000 EUR. After this, the property has changed many hands. Two weeks after Dervishi bought the shares, Jorgji Ruci sold the company to Juljan Morina for 200.000 EUR.

After buying it from Ruci, Morina sold it to the Indian brothers for 100.000 EUR.
