Former minister Ahmetaj, involved in the incinerators scandal; Documents show his role in the Elbasan concession

Former finance minister Arben Ahmetaj, not only was involved in the concession of the Elbasan incinerator, but also had an essential role in determining the form of the procedure followed, is revealed today in new evidence of the corruption affair.

Documents provided by Top Channel show how Ahmetaj, through his subordinates, determined the entire procedure and decision-making of other institutions involved in the process.

A document dated October 8, 2014, which was signed by Frederik Seiti, at that time the General Secretary of the Ministry headed by Arben Ahmetaj, defines Zamir Stefani as the representative of the Ministry of Economy in the concession granting theElbasan incinerator.

Zamir Stefani’s role as a member of the Commission was confirmed by her testimony to the prosecutor Etleva Kondi, representative of the Ministry of Infrastructure and Energy in this concession.

Etleva Kondi’s statement is also reinforced by the testimony of Bardhul Çabiri, who was in the bid evaluation commission as a representative of the Municipality of Elbasan.

Çabiri was asked who the other members of the commission were, the institutions they came from and their roles.

In his answer he stated: “Zamir Stefani, who seemed to be from the Ministry of Economy, and was a lawyer who led the whole process from the legal side.”

The two testimonies suggest that the idea of granting the concession by negotiation without announcement, which contradicted the provisions of the procurement law, originates from the Ministry headed at that time by Arben Ahmetaj, rejecting the claims of the former minister that he had no role in the process.
