EU offer to DP. SP ready to cede, but keep core of their propositions

A credible source in Brussels confirmed for Top Channel that the
European partners are intermediating intensively for the meeting of this
Monday between Edi Rama and Lulzim Basha, with the purpose to create
consensus.

While the negotiations are hermetically kept from the press, Top Channel has secured information that the parties are working on a draft-agreement intermediated by the US and the EU, who have involved very high levels of their administrations in Brussels and Washington, going much above the embassies in Tirana which usually deal with these efforts.

Federica Mogherini met with three European Council commissioners in Tirana this Friday, (EU Enlargement Commissioner, Justice Commissioner and Foreign Affairs), while Victoria Nuland has helt a phone conversation with Lulzim Basha in Tirana.

The negotiations focus on leaving both sides happy and while the details remain unknown, Oerd Bylykbashi from the DP left to be understood on Top Channel’s “Top Story” that something might be done about simplifying the architecture of the justice reform.

The same source in Brussels says that the majority is ready to change the formula for the qualified majority and eliminate two out of four institutions that are proposed by the opposition, but without touching the Council of Justice Appointments and the International Institution that scans the wealth and work of judges and prosecutors.

There is still time left until Monday for the negotiations, but Top Channel’s source says that both parties were informed and that this is the last effort of Brussels and Washington to reach a compromise, and that refusing it would mean crossing a red line.

It is still unknown what will happen if this red line will be crossed and the US Ambassador has stayed silent in more than two cases when one of the parties has refused to cooperate. However, Monday may be the day when everything will be revealed.
