After nine hours of debates, the Albanian Parliament passed the draft
law of the higher education with 78 votes in favor, none against and
none abstaining. The opposition abandoned the voting in sign of protest.

As in every other session, the debate was between former PM Berisha and PM Rama. For Berisha, by increasing the fees and the grade average, will favor the private universities which will now receive money from the government.

Rama opposed these arguments and said that the law regulates the chaos made by the Berisha government. Rama said that for the Socialist government there is no difference between a private and public university, since they are all public and that serve to education as a public asset.

“We will not give money to any private university. We will not give money for free to any state university. We will give money to the students and we will divide it based on the performance of universities. Private and state owned universities will have to compete as equal so they can produce a public asset, not to make profits. It will be a revolution of the education system”, Rama declared.

For the Democrats, the most significant indicator for the law is the husband of Minsiter Nikolla, professor in a public university, who also has had remarks about the law, according to Paloka.
