Delays even for Southern power line

The delays for the Kosovo-Albania power line construction were not the
only clash between the Albanian government and the KFW Bank.

Another project that the Albanian government is withholding, is the construction of the 110 KW power line in Southern Albania, also financed by the German Bank.

On 5 December 2011, the KFW director, Roland Stiller, addressed a letter to the Deputy Minister of Finances, Nezir Haldedaj, and the Minister of Public Works, Ylli Manjani, for the inexplicable delays of this project.

“We are seeing with concern the delays of both projects, which are being delayed regardless the fact that the evaluation process concluded many weeks ago, and yet, the Transmission System operator has not declared the winners, which is delaying the signing of the agreement”, the KFW declared on his letter.

The agreement for the Construction of the southern power line was approved on March 2010. The project for its construction has a 38 million EUR value, and is financed by the German Bank, aiming to improve the energy distribution in the southern coastal area and tourism.

But the official and unexplained delays are creating another cost for the Albanian economy. This correspondence shows that there is another conflict between the German KFW and the Albanian part.

The bank notes that there are delays in the water supply project in some rural areas where this bank has always been financing. The bank says that unexpected developments are creating delays in the implementation of projects financed by Germany.
