Concrete structure of the Judiciary Vetting system

The Vetting Law will need special funds and special staff from the
Parliament. While the government has already prepared the
infrastructure, their administration has concrete requirements.

The Public Commissioner, the Independent Commission of Qualification and the Appeal College have proposed their organization structures and classification of payments for their personnel. They are looking for staff, starting from economists, human resources, councilors and translators.

The Public Commissioner will have 52 employees. The second duty of commissioners will be treating complaints against the decisions of the Qualificatio Commission, and make write reports ifthe recommendations of the International Monitoring Operation is not implemented, and it also reevaluates and verifies the declarations of judiciary members about their past.

The Qualification Commission will have 68 employees. This institution is part of the passive reevaluation system of judges and prosecutors, which focuses on guaranteeing the rule of law, securing independence of the judiciary system and bring back public’s trust to the institutions of this system.

The Commission asked the Parliament for 12 legal advisers, and four economic ones. As for the payment, it will be by law 80% of the commissioner’s pay, but they will be compensated for difficulties based on the cases.

The Appeal College will have 65 employees, 6 at the Judiciary Directory and three at Public Relations Directory. The Translation Directory will engage five persons, while human resources will have 25.

After the staff and their payments are approved, the structure will start verifying data for 800 judiciary functionaries of Albania.
