Wikileaks: Elections, USA concerned

Wikileaks cables show a constant interest of the US Embassy in
Tirana for the general elections of 2009, giving detailed information to
Washington about all aspects, before and after the electoral process.

The electoral reform, the Electoral Code amends after an agreement between Edi Rama and Sali Berisha, the final goal for getting rid of the small parties and Ilir Meta’s efforts for his final purpose are listed in the document of 8 April 2009.

The long report gives a detailed picture of the political movements for the electoral reform and concludes with a summarizing comment on these developments, saying:

“Assured that this reform will not be able to eliminate his party, Ilir Meta has led the Socialist Movement for Integration with strong political ambitions, trying to use the electoral reform for possible gains”.

Another document sent only nine days before the Election Day says:

“The race is very narrow. Although DP has advantages in money and force perception, the polls suggest that they’re equal. The strategy of the Socialist Party is to make good use of Berisha’s mistakes, such as the tragedy in Gerdec, the corruption scandals and the support in people.”

“However, there is a plan from the Socialist Party for a possible boycott of the electoral commissions, which would paralyze the process. As embassies, we have made it clear that such actions are not welcome, also from the international community”.

On June 29th, one day after the elections, the US Embassy has sent a detailed material for the first results. The narrow result seems problematic for the way the government will be formed.

The report raises this concern:

“A big question for us is the effectiveness of a weak majority for realizing the reforms that are so necessary for us and this country”.
