Waste materials, majority rejects Presidential decree

The majority of the MPs at the Commission for Productive Activity, Trade
and Environment have rejected the decree of the President Bamir Topi,
who returned for review the Law for Integrated Management of the Waste
Materials.

The MPs of this Commission discussed the law by hearing the interest groups. The representatives of the Alliance Against the Waste Import have presented 10 arguments for opposing this law, declaring that they are in favor of processing and recycling the domestic waste materials, supported by the domestic recycling industry.

The Deputy Prime Minister Taulant Bino, from the Ministry of Environment, has avoided the request made by the opposition MPs Blendi Klosi and Eduart Shalsi for learning the new point of views of the Ministry for the law that was returned to Parliament by the President.

But Mr. Bino has spoken about the importance of this law and declared that this process is undertaken in All Balkan and neighboring countries.

“We don’t see any contradictions between article 49 and article 2 of the law that treats the purpose of this law. We are talking about waste materials in the Albanian territory and not waste materials that are generated in the territory of the Albanian Republic. We respect the principles of constant development, the principles of environmental protection, sustainability and vicinity. The law is totally compact and secures high defense”, Bino declared.

The MPs of this commission addressed a series of questions to the Deputy Minister Bino, but he didn’t answer to the questions of MP Shalsi if Bino was aware of some giant companies of the waste import area, the representatives of which have visited Albania, and what the government’s opinion for a referendum was.

“The capacity of this industry in Albania is not enough for managing the waste in the country. By allowing this law, he will ask foreign waste materials in front of the Prime Minister”, Besnik Bare declared.

A wide part of the debates between the Commission members and the opposition was if they would be using the word “rubbish” or “waste”.
