The Venice Commission approved an opinion for the Electoral Code in
Albania. The main recommendations are addressed to the Code and the
miscast ballots.
The Commission suggests a clear procedure for approving and including the miscast ballots in the result table; the code should be changed so that the CEC decisions can be announced in front of a legal body, same as all other Central Election Commission decisions.
Another recommendation from the Venice Commission is the reform of the Central Electoral Commission, by removing the current partial oriented system, based on a balance between the two main political parties, and for an electoral administration made of impartial elements.
In this meeting of the Venice Commission were present the Parliament Speaker and the two Chairmen of the Electoral Reform Commission. After the decision of the Venice Commission, Speaker Topalli declared that this opinion is a professional and authoritarian legal document that will serve as a working plan in the implementation of the election recommendations.
Damian Gjiknuri, representative from the opposition, declared that both parties were committed to implement the recommendations from the Venice Commission.
“We have agreed to review and find legal possibilities to implement these recommendations. The concrete work will show how real is this commitment”, declared the Socialist MP, Damian Gjiknuri.
The elections of 2013 will be managed by a new Central Election Commission, since one of the Venice Commission recommendations is to express the need to reform the CEC.
“We will have a new CEC, with new members and a new way of how they will be elected. At least this recommendation and the recommendations of the OSCE/ODIHR are focused on reforming the CEC. As for the miscast votes, the rules of the game have changed”, Gjiknuri declared.
