The main topics in the European Council meetings during 2012 were the
return of stability and the reinforcement of Eurozone; support of the
economic growth; employment and the Middle East turmoil.

In these 80 pages long material of the EU President, Herman Van Rompuy, Balkan has only a few rows, where the enlargement issue is included in the paragraph “neighbouring”.

“Guaranteeing the future of Balkan in Europe is a priority of my second mandate, and I am happy that we took important steps during 2012. In March we agreed that Serbia would become a member country. In June, the leaders took the decision to open negotiations for the membership of Montenegro. During this year we continued the preparations for Croatia to join us on July 1st, 2013”, Van Rompuy declared.

Van Rompuy’s report has a summary of the important meetings and decisions taken by 27 EU leaders last year.
