The National Bureau of Investigation has turned into the center of
debates once again. Proposed by the Socialist Party during the elections
of 2013, it had been opposed by the Democratic Party for more than two
years.
Lulzim Basha surprised the public opinion a few days ago when he declared that the Democratic Party not only head agreed for the law with the American intermediation, and now he appealed the Socialist Party to not delay it anymore.
The Socialist Party reacted this Thursday in Parliament and said that they were in favor of this law. Interior Minister Saimir Tahiri said that this proposition of the Prime Minister and the government will increase chances to fight corruption in higher levels. This is still in the final touches and is following an entire process. There is no reason to believe that the delay will damage the process”, Tahiri said.
Minister Tahiri didn’t answer to the question of Lulzim Basha about what is the obstacle for the government to pass the law, but Berisha said that “it wasn’t accepted by the Minister of Justice”.
Top Channel asked the US Embassy if there had been US intermediation for a concrete draft, as the Democratic Party says. The answer leaves no room for dilemmas:
“The National Bureau of Investigation and the justice reform are two necessary priorities. We have offered technical assistance for the draft and we are ready to help Albania create and train the National Bureau of Investigation, based on the US FBI, which would reinforce the capacities of Albania to investigate corruption. We are happy that all the main parties support the creation of the Bureau, It is now time for this support to turn in real actions that would make the National Bureau of Investigation a reality”, the declaration says.
The US decaration values the creation of this institution as the main tool in the fight against corruption. What the declaration doesn’t mention, is the insinuation of Berisha for a clash between the SP and SMI on this topic. Spartak Braho from the SMI said this Thursday for Top Channel that his party was in favor of the creation of this bureau, but through a simple law, not Constitutional amends.
Confidential sources said for Top Channel that the contradiction between the SP and the SMI is related to Adriatik Llalla, the Prosecutor General, who made a declaration from Croatia a few days ago, insinuating that he was closer to the stance of Braho.
The pressure now falls on the government and the ruling coalition, especially on Prime Minister Rama, who was the first one to propose it.
