The name of the illegal arms dealer, Slobodan Tesic, is not unknown for the US State Department.

Above all, he was on the UN black list, through the resolution 1521 of the Security Council. He is mentioned in some of the US Embassy cables in Yemen that have been sent to Washington. A cable dated 14 December 2009, written by the US Ambassador Stefen Sece, says that the company of the Serbian arms dealer, Slobodan Tesic “Moon Storm Enterprises LTD” signed a 78 million USD agreement with the Yemeni Ministry of Defense, exactly on the time when the former Yemeni President had uncovered the opposition of his close councilors, which threatened his power.

In 2011, Yemen was involved in the Arab Spring chain, with people protesting against the 33-year-long regime of Ali Abdullah Saleh. The weapons were supposed to arrive in Yemen on January 2010, according to the Bulgarian embassy in Sanaa. The 34-pages-long agreement included: small weapons, heavy artillery, snipers, dismantling parts, antiaircraft weapons, etc. The Bulgarian Embassy claimed that Moon Storm Enterprise and its director, Goran Andric, were connected with Slobodan Tesic, who is involved in the resolution 1521 of the UN, and who had traveled several times to Yemen for this agreement.

Bulgaria hoped that Washington would stop the implementation of this agreement by making way to the Bulgarian arms producers, who would guarantee such equipments. On the cable of 22 December 2009, the US State Department is looking to verify the reports of the Yemeni government, and asked this country to not deal with people who are included in the black list of the Security Council.
