“If we speak sincerely and honestly, the situation of the education is a
national emergency”, declared the Albanian Prime Minister, Edi Rama, in
the activity for presenting the Independent Commission for planning the
preliminary draft.
The Prime Minister declared that the reform shouldn’t be just a replacement of the former ones, but a long-term.
“The education reform for universities should be part of a process that connects knowledge with the market, to end the purchase of diplomas. There should be no more high education without merits, as there should not be high education that doesn’t guarantee merit”, Rama declared, underlining the new financing scheme as an element that should guarantee social equality.
“The new financing scheme should reflect a new approach over the financial autonomy and administrative, and should guarantee free and right competition within the system without placing any bonus that privileges the public over the private sector”, Rama declared.
Among many topics for the reform, the Prime Minister focused on the integration of education with Kosovo, after a new quality of the relations created between the two Albanian states.
“This is the bases for growing and educating the next generation of European Albanians, in both sides of the border”, Rama declared.
The Commission established by the Ministry of Education will operate independently. Composed of professors and experts of this sector, the Commission will plan the preliminary draft of the reform in higher education, which has March as a deadline. The reform will be all inclusive”, Minister Nikolla declared.
There will be wide consultations with the public and private universities and every actor of interest, until the draft goes to Parliament, where there will be an institutional filter for a reform which the government says will be long-terming and qualitative.
