Unicef: Minor prisoners, no access to education

103 minors who are serving their sentences in the Albanian prisons have
no education opportunities, according to UNICEF experts, who visited
these prisons together with the former French Minister of Justice,
Robert Badinter.

“The young children stay here for a long time without activities. The computers weren’t functional and the cells had no toilets inside”, declared the UNICEF experts.

They also noted that there is a legislative vacuum for treating the miners and that there is no legal disposition for their living conditions in prison.

The Albanian Minister of Justice, Eduard Halimi, declared that the education of minors in prison will start very soon. As for the legal reform, for this they would need the cooperation oft he opposition, since the penal legal procedures are passed only through qualified majority.

The UNICEF representatives asked for a better coordination between the Ministry of Justice with that of Labor and Education, in order to enable these minor prisoners integrate in the daily life after their sentence.
