Linda Rama: Between Family, Work and Albania’s Future The Albanian President, Bamir Topi, declared that the process for the
election of the new President should be all inclusive and not an
exclusive decision of the majority.
On an interview for the Voice of America from New York, Topi preferred to not make an identikit of the person that will soon take his place.
“I would consider it not elegant to speak on the identikit of my successor. But by seeing the situation in a three dimensional way, as a citizen, as a former Parliament Member and as President, I would say that the election process should be not only careful, but it must find the widest consensus possible”, Topi declared.
According to the President, taking this problem lightly, meaning to leave it only to the majority to decide, would affect the independence and functionality of institutions.
“These institutions should increase their independence and professionalism for having a better Albania”, the President underlined.
Asked about the situation of the justice system in Albania, Topi admitted that this is a system that needs to be regenerated, but according to him, a better political spirit is needed for achieving this.
One of the issues mentioned by the President was the removal of immunity, which, according to Topi, should not be limited only with the Parliamentary members, but it should be wider, so that it can resolve the issues of the common citizens.
“The voices that identify justice as a matter that needs to be regenerated are rational voices. For justice to be regenerated, it must be a product of the cooperation of alln political voices”, Topi declared.
“The reforms in justice must start by removing immunity not only for the Parliamentary members, but also for judges and prosecutors. It must serve not only to political matters, but also to civil ones, such as the property issue”, he continued.
The President then underlined the need of changing the political culture in Albania, which, according to him, shows that the country has not passed the transition yet.
“The fact that we are discussing for more than two years the issue of the Administrative Court, which passed only now, shows the importance of the political decisions. The political culture in Albania needs to change”, the Albanian President added.
