Linda Rama: Between Family, Work and Albania’s Future
The Albanian President, Bamir Topi, has decreed today Artan Zeneli as Judge of the Supreme Court.
This is the second time that the President decrees Zeneli for the same post. The first time was in June 2008, together with four other Judges. But the majority rejected the five decrees of the President for the Supreme Court, with the argument that the President had not consulted them.
Since then, the Constitutional Court sanctioned that the decree is a discretion of the Albanian President, as it is a discretion of the Parliament to accept the President’s decree or not. But after the rejection of the five decrees on June 2008, one of these names was allowed after two years, on June 2010. It remains to be seen if the Parliament will pass the candidacy of Artan Zeneli.
Mr. Zeneli is currently Chairman of the Supreme Court in Tirana, and is considered as one of the most professional and most experienced judges.
