
The former President of the Republic, Bamir Topi, commented about the
replacement of the Chief of Secret Services, saying that this movement
was expected a long time ago.
During a phone conversation for the VOA, Topi emphasized that this replacement is a political action that serves only to the interests of the ruling party.
“There is nothing new here. These movements were predictable. The replacement of Shaqiri raises many question marks for the Secret Service. This replacement serves only to politics”, Topi declared.
The former Head of the Albanian State declared that during Shaqiri’s leadership, the Secret Service was consolidated and very well valued by the international factor.
Topi declared that when he was President, Berisha had never proposed to discharge Shaqiri.
“There was only a debate for the draft law of the Secret Service, after it was planned without the cooperation of the US when Albania had become a NATO member”, Topi declared.
The former vice leader of the Democratic Party expressed his concern for the return of the constitutional institutions in the same format as the communist era, serving only to one single party.
“The Secret Service is a name that shows that it serves to the nation. I don’ think that the constitutional institutions should be led by any party”, Topi declared.
“There are clear symptoms of the return of a totalitarian politics that Albania has rejected since 1992. The replacements in the Constitutional institutions are all political candidacies”, he continued.
The former President underlined that during the time when he was President, he has tried to depoliticize the important Constitutional institutions, such as the High Council of Justice.
“I led a principle battle at the HCJ, making it clear to them that the President is the one who decides the vice Chairman, so that the institutions do not create vacuum. But other people wanted this man to come from the majority. This shows that the Prime Minister’s efforts are to control every institution and create a totalitarian spirit in all institutions”, Topi declared.
Asked about the political career, Topi confirmed that he is more convinced than ever to enter the political scene. According to him, the first signs will be given by the end of August and the beginning of October.
“I have publicly declared my approach to the New Democratic Spirit. If in the past I wasn’t that sure, now I am more convinced than ever for the need to return to politics. I can say that the days between August and September will be when I will restart my political career in the NDS”, Topi declared.
A similar concern with that of the former President Topi was expressed yesterday by the former Chief of Secret Service, Fatos Klosi, who declared that the new director, Visho Ajazi Lika and Prime Minister Berisha are able to do frightening things together.
The US also expressed their surprise for this decision that was signed by the new President, Bujar Nishani, after the request made by Sali Berisha.
The US Embassy had expressed this concern earlier with Ambassador Withers, who sent a message to Washington reporting about the increased pressure that was being pushed to the Secret Service by the government.
