Top-Channel attacked

Although this construction has frequently served as a source of conflict, this time it is the Municipality Police supporting the people who have abused with an area that belongs to someone that has a regular contract with the Ministry of Economy and a regular permission from the Tirana Municipality.

The opposite is happening with those who are violating someone else’s land, although they don’t possess any document or permission for the construction works. The Tirana Municipal Police agents, who were present for supporting the illegal construction, besides obstructing the private guards from exerting their duty, have not justified this intervention with any document or official order from the Municipality.

Although the owners of this rented property possess all documentation, even the permit from the Tirana Municipality Council of Territory Regulation, they were not supported by the state police agents neither, who arrived on the scene but failed to intervene.

Both Police institutions, the State Police and the Municipal Police alike, heard the debate between the parties, with one of them possessing legal documentation and the other uses the Municipal Police for its personal protection, without any order or document, when it should be the contrary, especially in a private area of another licensed subject.

The State Police reacted only two hours after the event, by asking both parties to appear at the Police.

The representatives of the private police that guard the object have sued the other part and the Municipality Police, which supported this aggression against a territory leased by the Ministry of Economy. This area has been leased to Top-Channel more than two years ago, after signing a regular agreement with the Ministry of Economy. During this time, Top-Channel has contributed with a total of 200.000 EUR with the rent payment only.

Due to the conflicts that the state itself had with the owners of the neighboring objects and a group of people who pretended ownership of the land, Top-Channel has not been able to make use of this land for building its activity, despite the investment made on the existing building.

After being informed for the conflict, the Ministry of Economy decided to freeze the rent payment, until the state will resolve the conflict with these people. But until now, not only there has been no concrete action by the state for resolving any of the conflicts that the state itself has with other individuals, but they have even allowed abuses.

Meanwhile, Top-Channel feels seriously damaged by the actions of the Municipal Police and asks them to respect its duty towards their tax-payers and in function of the rule of law, by protecting them.

The duty of the Municipal Police is to protect the businesses that respect the rules, not to attack them and join the abusers, against all laws and rules.

Based on the violence exerted by the employees of an institution that depends from the Tirana Municipality, Top-Channel asks the Tirana Mayor, Lulzim Basha, to intervene and take measures for publicly denouncing this grave incident.
