One day before the Tirana Municipality will hold a tender for buying and
installing the GIS system, which has the entire data of the city, such
as the electric network, phone line and water system information,
together with data about the taxes, the Socialist MP, Eduard Shalsi,
accused the municipality of having previously chosen the winner of the
tender.
“We asked the Mayor to explain us how did the price reach 400.000 USD for the system. We have asked him to tell us how it will be realized. We have had no answer, not from the Minister Pollo, who covers Technology and Information, and who is responsible for every system that is installed in every institution. I have all the rights to report Genc Pollo and Lulzim Basha of trying to rob the Tirana citizens. Why should they buy something that has already been bought? It could have been approved”, Shalsi declared.
The Socialist MP accused the Tirana Municipality of abusing with the 42.5 million ALL fund of the tender, since the GIS system was purchased in 2004 with the funds of the Dutch government, through some procedures of the World Bank, and it was assisted in a second phase by foreign specialists. In fact, the official web page of the Tirana Municipality has some traces of this system.
“We will monitor the tender very closely and I guarantee you that every signature will be under our watch. The way how the reference terms have been planned and the 30 day deadline raises suspicions that the winner is already chosen. We cannot allow that the Tirana citizens get robbed with 400.000 USD in broad daylight. They must give an explanation”, Shalsi declared.
The Municipality has given no explanations to the requests of the opposition MPs or the media for the truth of this tender.
