Tirana-Elbasan, Italians to supervise Greeks

The Italian company “IRD Engineering” will supervise the construction of the tunnel that will connect Tirana with Elbasan.

According to “Shqip”, the selection was made by the General Directory of Roads through an open tender, while the contract is signed around one month ago, with a price of 2.3 million USD.

The function of construction supervision for national roads, especially for a 4 km long tunnel, is very important for guaranteeing the construction security and expenses.

The tunnel construction tender was won by the Greek company “Aktor”, with an offer of 84 million USD, slightly less than the price asked by the government.

The construction of the entire highway will cost 460 million USD, while the Finance Ministry has been able to secure only 223 million USD from Arab banks. The remaining part is still under negotiations.

The Prime Minister declared in Elbasan that the cost of this highway will be 14 million USD for every kilometer of the 31.7 km in total.

The road is predicted to be built according European modern standards, with four lanes and many bridges and overpasses, besides the 4 km long tunnel.

The value of the tender is 15 billion ALL, but the Greek companies, maybe urged by their country’s economic crisis, have offered an “abnormally” lower price, putting Albanian transport officials in a difficult position.

The company “Aktor” was offered for 8.3 billion ALL, while the other Greek company “Aegek” offered 8.7 billion. Third was an Italian company, which offered a much higher price than the two Greek companies.

The construction is expected to end within 2013, while works in the Tirana side have started several months ago.
