Linda Rama: Between Family, Work and Albania’s Future The Council of Ministers has sent the “Draft Law for Amends of the
Current Law of Data Protection” for a review at the Commission of
Integration, being one of the requests for the Stabilization-Association
Agreement.
But Albania doesn’t have a law for the way how personal data are collected, as the Constitution requires, which would the first step, and then their protection. The amends specify the terms “personal data, biometric data, judicial data, anonymous data, sensitive data, and who controls, processes and transfers them, etc.
These law amends come in a time when 1 million Albanians are equipped with identity cards and biometric passports, but they never have signed a contract or have they been acquainted with who and how will these data be protected, and which are the authorities that have access on them.
The members of the Integration Commission were expecting detailed explanations for the propositions in the amended articles of this law, and the representatives of Ministry of Innovation, Ministry of Integration and the Data Protection Commissioner.
But the performance of the government representatives in front of this commission was not very professional. The legal director of the Data Protection Commissioner did not have the necessary knowledge for the amends. She declared that she had been asked to prepare the materials 30 minutes before coming to the Commission.
“The representative of the commissioner showed that you don’t know what you are proposing. The introduction of the experts in front of the MPs was of very poor quality that needs to be forgotten. I believe that we will find the understanding of the majority colleagues for postponing the meting to tomorrow”, Socialist MP Taulant Balla declared.
“I would appreciate if such a poor presentation of the experts would never be repeated for preparing or protecting a law. The Integration Commission has a great importance in this moment. The majority has always expressed its stance regarding the priorities established for the country’s integration. I think that this meeting should be postponed”, declared the Democratic MP, Mesila Dode.
The Commission approved the proposition of MP Balla for postponing the decision, while the Chairman of the Integration Commission, Ditmir Bushati, asked Minister Pollo to be present in the next meeting together with Commissionr Cabej and representatives from the Interior Ministry.
