The backstage of negotiations for president

The US Ambassador Alexander Arvizu met with the Socialist Movement for
Integration leader, Ilir Meta, on this Sunday evening, when all cameras
and journalists were waiting outside the Parliament Assembly for the
results of the meeting between the two main political leaders, Sali
Berisha and Edi Rama.

The meeting seemed to encourage the parties to come out the trenches and try to find consensus for the new President.

Top Channel learned that in this meeting was mentioned the name of the Albanian Bank Governor, Ardian Fullani, but Fullani’s story would be closed a few hours later. Edi Rama, according to the Socialist Headquarters, refused any kind of support from the opposition to the Bank Governor.

The Socialist have not hidden their refusal to Fullani’s candidacy even when they voted against  his second mandate as Bank Governor, without calculating other political or non political reasons.

After the second round failed this Monday, everything will start from the beginning. Ambassador Arvizu met Ben Blushi in Tirana’s center, one of Rama’s closest people during these negotiations.

It seems that the Socialists were trying to get the engagement of the US diplomat in negotiations with the majority, in order to produce a satisfactory solution for everyone.

The negotiations started on Tuesday, far from the media and the public eye. Top Channel learned from reliable sources that the Socialist leader, Edi Rama, has met Ambassador Arvizu there were the media were unable to see. The opposition leader’s car entered the US Embassy villas complex, stopping in front of the ambassador’s house.

For about one hour, Rama and Arvizu discussed the way how a solution could be found. The Socialist leader stood to his declarations that the majority should withdraw their candidate for opening a new process, where the opposition would commit to find consensus, if the majority would come up with other names.

It seems that this meeting with Edi Rama has caused another meeting, that of Arvizu with Meta. Even this meeting was held in full secrecy, maybe at the US Embassy villas again. The details remain unknown, but Meta and Arvizu have spoken about finding a solution to the stalemate, and what compromise could be found between the three political actors, Rama, Berisha and Meta himself.

The meeting made the US Ambassador arrive a little late at the Italian Embassy reception, for the Italian national celebration, where the Ambassador was unable to meet Rama and Berisha, who had left before he arrived. But the US Ambassador meeting seems to have stopped with that.

His Cadillac was seen on Tuesday evening at the Prime Minister’s  Office, in a third meeting with Prime Minister Berisha. The car left after 90 minutes, while the Prime Minister’s office gave no comment about this.

Although the negotiations have given no visible solution, it is clear for the parties that if they want a consensual solution, they must withdraw from the current positions.

The majority insisted in Zaganjori’s candidacy, while the opposition insisted that the majority should withdraw him. On this case, the opposition would be ready to give consensus about a new name among the majority’s propositions.

The next scenario is the opposition’s persistence for continuing with a third round, which would probably cause Zaganjori’s election in the fourth round. On this case, his election would be constitutional, would be accepted by the international community, but the process would not be considered consensual. The other consequences, according to the international community, would be seen this Autumn, with the danger of failing for the EU candidate status for a third time.
