After March 6th, almost everyone who is paid by the Albanian state
budget, within and outside the country, starting from the President, the
Government members, the Parliament Members, Mayors , public
administration specialists, police officers, army officers, members of
the Diplomatic Body, etc, are all bound to fill a self-declaration
application form, which is one of the basis of the decriminalization
law.
The application form caused long political negotiations. It has articles from both the majority and opposition, and remains as harsh as the decriminalization law. The application is divided in three chapters, with each of them having a special importance. This starts with the identities that are used officially and non-officially, for which a person may be prosecuted if he obstructs the law.
The application form has eight questions for the situation of a public official with the law. It includes questions if they have been arrested within or outside Albania, with details about the location, period and reason.
The same detailed procedure is followed even if the applicant has been prosecuted inside our outside the country. The applicant agrees that all data will be published, together with all biometric data.
If the applicant gives any details that are later verified to be untrue, incomplete or inaccurate, his mandate is not only interrupted, but he is also banned from the right to be elected or appointed, and will be criminally prosecuted and will be fined or imprisoned.
