Tenders investigated after violence in Peqin prison and discovery that the scanner and cameras were not working

The incident with one killed and one wounded inside the high security prison in Peqin revealed that some of the prison’s cameras were out of order and the scanner has not been working for some time.

According to the regulations in the Prisons if a security device is broken it must be repaired within 24 hours, if this is not possible then the devices must be replaced.

This did not happen in Peqin prison and apparently enabled Sokol Mjacaj to smuggle into the building the pistol with which he committed the crime.

Due to the importance of security in penal institutions, the state has awarded a tender worth over ALL 568 million. The contract was signed with the companies “AlbaScan”, “REAL COM”, “Advanced Business Solution – ABS” and CSP for a duration of 24 months.

A maintenance report for these devices was also carried out on October 2 of this year, but according to the testimony of the director of Peqin prison, 20 days later the scanner had problems again.

As material evidence, the investigators seized all internal and external camera servers of the prison as well as employee service books to understand if the defects were reported in time and if the service companies were held responsible according to the contract.
