Tender for GIS system

The Socialist MP and current Vice Mayor of Tirana, Eduard Shalsi,
accused Mayor Lulzim Basha of another corruptive affair regarding the
tender for the purchase and installation of the geographic information
system on July 4th.

Shalsi says that this system has been bought and installed since 2004 by the Tirana Municipality, thanks to a donation of the Dutch government and with the procedures of the World Bank, for not more than 30.000 USD. Shalsi says that the Tirana Municipality had the GIS system available and accessible by the citizens and businessmen since 2008.

The Tirana Municipality says that the tender will be held on July 4th, with a 42.5 million ALL (around 425.000 USD) tender without VAT, and that the installation will be finalized within 30 days.

Shalsi asked the Municipality why it needs a new system and why are they buying it for 400.000 USD, when in 2004 it was bought for 30.000 USD, and why the tender has a deadline of only 30 days, making it obligatory to buy and install it within one month?

The GIS system has ortophotos and topographic maps with a network of the aqueduct system, the electric, telephonic and engineering systems that help the Municipality to manage its territory.

The Municipality has given no explanation about the system that was bought with the World Bank procedures.
