of Education, Myqerem Tafaj, admitted at the Media and Education
Parliamentary Commission that the Private Education System in Albania
has not earned immunity and there is still much to do.
The Kristal University is still under investigation and the inspection held by the education experts showed no maximal evaluation, according to the Minister.
“The system has no immunity. What we can do, is making a full digitalization of the system, the observing structures and the empowerment of the Accrediting Authority. Our data indicate that every foreign student must take a residence permit. As regards the implication of the pedagogic staff in Kristal University, this is a matter that is being investigated by other structures. The pedagogic staff are the professors who hold the lectures, the seminars, the tests, and who identify and evaluate the students”, Tafaj declared.
“This problem starts with the licenses, because licenses have been given to the government clients without fulfilling the standards. If the criteria are not fulfilled, the permits should be suspended. There have been inspections, but the fake diplomas have never been identified. The accrediting issue remains a big problem”, declared Valentina Leskaj, the Chairman of the Commission.
After the Minister of Education, the opposition MPs made a series of questions regarding the accrediting of universities, the Kristal University scandal and the situation of other private universities. The Minister of Education declared that in Albania there are only three high education schools that hold the university title, while the 44 others are simply high education institutions.
The Chairman of the Commission, Valentina Leskaj, noted that 12 licenses have been given only in 2010, and many universities still distribute diplomas and advertise themselves as universities, although they do not have this status.
But the Accrediting Authority in Albania must be accredited from an international institution. According to Tafaj, there are foreign experts who must give a report for its accrediting.
