A shadow of doubt was cast on the Durres-Kukes concession agreement,
since the winning company, Vendeka Bilgi, will receive more revenues
from citizens, although they will be bind to carry out investments.
Documents say that the company will receive a total of 596.1 million EUR in the next 30 years, most of which directly paid by citizens. 72.8 million will be subventioned by the government budget.
Documents show that this figure is 175.2 million EUR higher than what had been offered by the second bid, a group of Albanian companies.
Vendeka Bilgi will receive more money from direct payments by citizens, but also from the budget. In 13 years that the Turkish company will receive subventions, the budget will pay them a total of 72.8 million EUR, while the second bid had requested 8 million EUR less.
Price is not the only suspicious element of this tender. The other procedures also raise questions. Decision no. 634 of the Council of Ministers says that every bidder has the right to file a complaint against the tender within five days from the date when the winner has been published.
Although the deadline is almost over, the Ministry of Transportation has not published an official decision yet. This way, no complaint can be filed.
Besides these two questions, there are suspicions about the technical criteria. Two of the main conditions of the tender were the experience of the company with investments higher than 20 million EUR. The second condition is experience with administration of a road more than 60 kilometer long. The winning company has not completed any of these conditions, based on the documents.
