Supreme Court turns scandal into a bubble

It was announced as one of the most successful operations, which
incriminated seven people, with Interior and Integration Ministry
officials involved, for the scandal of the State Police uniform tender.
But today, four years after, the justice labyrinths have turned it into a
bubble.

The seven defendants were found innocent by the Court of First Degree, after a Supreme Court decision left the Prosecution without evidence.

The Supreme Court ruled that the tape-recordings were invalid and illegal, while for the Prosecution, these recordings were the only point on which they based its charges for active corruption of public functionaries and passive corruption.

But what was the “super-file” about, from which derived hopes that the investigators had discovered one corruption method used for the uniform tenders of the State Police, the National Guard, the Customs, the Marine and the Army? According to the task-force unit, the Procurement Agency of Albania has announced the tendering procedure for the purchase of uniforms, with a total sum of 175 million ALL.

According to the Prosecution, four businesses have made arrangements for manipulating the tendering process, and sharing the money with the former director of Public Procurements at the Interior Ministry, Bujar Murati.

The Prosecution based the accusations on the recorded phone conversations between the defendants, but the Supreme Court considered them as illegal and that they violated the constitutional rights of the defendants, since the information was initially referred by the Albanian Secret Service.

As result, the Court found the seven officials and five companies innocent for the biggest scandal ever discovered in the Interior Ministry.
