
The government aims to stop the chaos created by illegal constructions
by proposing to stop the legalization of illegal objects and by imposing
drastic sanctions for law violators.
The Minister of Urban Development, Eglantina Gjermeni, declared that the draft-law for the urban planning and development repeals the legalization of these buildings and of objects that have not respected the construction permit.
“It eliminates the legalization of illegal buildings and repeals the normative act that plans to legalize buildings that have violated permits. Violators will be sanctioned with demolition, confiscation or fines”, Gjermeni declared.
The Minister said the new law aims to discipline the territory and create a stable development for the future, but the MPs of the Commission for Productive Activities demanded concrete mechanisms for making valid a law that has not worked for 20 years.
The Head of the Commission, Eduad Shalsi, expressed his skepticism regarding the role of the construction inspectorate, and asked an essential reformation of this institution.
“Can we make a law that stops illegal constructions and abuses by passing the competence from inspectorates to a higher authority, by including even the Interior Ministry? Meanwhile, we have every meter of our territory out of control”, Shalsi declared.
