Stonestreet: Unclear legal base for miscast ballots

The American Commission of Helsinki attended a special meeting for
Albanian elections, informed by Chief of Foreign Observers’ Mission,
Jonathan Stonestreet.
Stonestreet declared on phone from Paris that the legal base for miscast ballots was unclear.
“Central Election Commission first took the decision for opening contested ballots, and afterwards they gave explanations. But it should have been the contrary”, Stonestreet declared.
Present in the room was also Rob Benjamin and the analyst Janus Bugajski, who declared that May 8th local elections were characterized by an extreme political polarization.
Mr. Stonestreet emphasized that there have been clashes between parties even before the election process, but he added that the final result cannot be given yet.
“Such a narrow result, with only 10 votes, would put in difficulty every election administration in any country of the world”, Stonestreet added.
