The Special Prosecutor’s Office Against Corruption and Organized Crime announced that it has completed the investigations related to the corruption file in the Albanian Ministry of Health and has handed it over to the Special Court.
In SPAK’s announcement, it is reported that its General Secretary, Joana Duro, is accused of taking 330,000 ALL in bribes to favor the company “DRICONS” in order to receive a health tender.
Duro has been in prison since June 5, 2023, but now she is accused of the criminal offense “Corruption of high officials”.
Also, the specialist Laura Shteto, the administrator of the company “DRICONS”, Vladimir Topi and the engineer Silvi Shehi, who are also accused of bribery and corruption, have been sent for trial.
SPAK says that it has proven that the money was given to the senior official by Laura Sheto, High Level Specialist in the Agency for the Provision of Integrated Public Services. Sheto received the money from the defendant Silvi Shehi, an engineer at the economic operator “Dricons”, who had earlier received the order from the administrator Vladimir Topi
The winning firm turned out to be the company “DRICONS”, owned by Vladimir Topi, with the offer of 6 million old ALL. So the final value of the tender is 6 million ALL, while Duro received 3 million ALL as a bribe, i.e. half of the funds.
