Spain blocks joint declaration in Sofia because of Kosovo

At the joint meeting of EU with Western Balkan countries, which will be held this May in Sofia, a joint declaration was foreseen for all countries.

The initial plan, according to Spanish media, was that the declaration should be signed by the candidate countries for joining the EU.

The idea was opposed by Madrid because of Kosovo. El Pais says that PM Mariano Rajoy refuses with the argument that he “doesn’t want to sign the same document with leaders of territories that Spain doesn’t recognize as states”.

However, Bulgaria and Brussels denied that Spain had imposed such veto. They said that they had decided from the beginning to have the declaration signed by EU members only.

The Serbian news agency, Tanjug, says that Sofia didn’t mention the word “states” in the declaration they sent to Western Balkan countries, but “partners”, and Serbia interprets this as an effort to compromise with EU members that don’t recognize Kosovo’s independence.
