SP: We don’t recognize HPP sale

While Tirana’s regulation plan has not been submitted to the National
Regulation Council of Territories for Tirana, architects, urban
scholars, archaeologists and civil society representatives raise
concerns about the consequences this plan will have in Tirana’s public
environment.

Although there will be more green spaces, they say the plan destroys the existing green spaces with high-rise buildings within the city’s centre.

Experts claim that constructions will be built in green areas such as “Ish Fusha e Aviacionit” Park, and also at the parks near the “Kullat Binjake” and “Partizani i Panjohur”.

Archaeologists say that this plan studies the history of the city in a very superficial way and by damaging the protected areas. Another high-rise construction is expected to be built at the only children playground, at the “Rruga e Elbasanit”, where toys have already been removed.

“This plan is the final destruction of our heritage in most of the city, such as the Namazgja Park, which is a historical part of the city, and the playground at Elbasan Street, where high-rise buildings are planned”, declared archaeologist Lorenc Bejko.

Experts say that the problems of this plan start with the lack of basic documents that are needed. The plan doesn’t even mark the height level of the objects that will be built.

“We don’t have the basic elements of this plan. We don’t have the correct map, the updated spaces of museum areas and the monumental objects, around which we cannot plan new constructions. We don’t have the air corridor maps. If you block an air corridor with constructions, it’s like removing doors and windows from a room and expecting clean air. We don’t have the structure density and height measurements on the plan”, declared architect Artan Shkreli.

Artan Lame asked the Tiranan Municipality to give explanations about how this plan affects the cultural heritage, the green spaces and the protected areas of the city.

“Now that we are still in time, since the plan has not been approved by the National Council of Territories, we should pressure for changes. This plan must undergo some other instances, before becoming operative. An authorized person from the Tirana Municipality must tell the citizens that the existing parks will not be touched, and the citizens would feel better. But I fear none from the Municipality will do this”, Lame declared.

Civil society informed international organizations about this risk they claim Tirana is facing.
