SP votes with cards of the DP. Opposition: “Appointing of new Prosecutor, illegal”

Arta Marku was elected with 69 votes, but also with the names of the Democratic Party MPs who were protesting against the Provisory Prosecutor General.

The majority had the votes, but Monika Kryemadhi, the leader of the Socialist Movement for Integration, stole the cards from some Socialist MPs.

Taulant Balla lost no time and took the cards of the Democratic Party, making some of them appear as if they voted in favor.

But what says the Regulation of Parliament about this?

  1. Voting is persons.
  2. The right of vote cannot be delegated.
  3. The voting is secret or open.
  4. No discussions are allowed after the voting has started, until the results are declared.

The majority, determined to complete the voting procedure, decided to not interrupt the process and vote with the cards of the protesting colleagues.

The regulation foresees that every voting made against the Constitution or the Regulation is illegal. When there are irregularities, after taking the opinion of the Secretariat, the Speaker cancels the session and orders for it to be repeated. But it seems that the majority is not going to follow this.

“We are completing the documentation with the MPs who were present, and who will give declarations. This is the time to change the regulation. We couldn’t allow the Parliament to be taken hostage”, Balla said.

The Albanian Parliament has seen several attempts to block the voting, but the reaction of Monika Kryemadhi on December 18th is similar to that of Ilir Meta on July 2006. Kryemadhi threw a shoe towards the Prime Minister while Meta jumped over the chairs to reach Speaker Topalli.
