SP proposals for qualified majority laws

The Socialist Party submitted at Parliament the propositions for the
laws that require 35th of the votes. The SP Secretary for Legal Matter,
Fatmir Xhafaj, handed the propositions over to the Parliament Speaker,
Jozefina Topalli and the Chairman of the Commission of Laws, Ilir
Rusmaili.

Socialist MP Xhafaj explained the alternatives proposed by the opposition for unblocking the stalemate and for passing the draft-laws.

“We have made two propositions. The first alternative is to establish an ad-hoc commission at the Commission of Laws, which is in full accordance with article 22 of the Parliament Regulation about the functioning of commissions of this character. The Parliament has it in its regulation, but it hasn’t been used for such legislative initiatives, in order to hold a more focused debate for the respective law. This would accelerate the process and would make it more transparent, more inclusive and professional”, Xhafaj declared.

The Socialist legal experts have divided them in three groups:

“The first draft-law group is for the laws that have less debate, but that also need interventions and amends, and for building a wide consultative process, divided in the aerial, maritime and railway codes. The second group includes the draft-laws that are related with the Penal Code, the Civil Code and in the third group there is the law for Administrative Courts”, Xhafaj declared.

Xhafaj expressed his optimism that the majority will take the necessary steps for approving these laws.

“They withdrew, which means that there will be a remodeling of their approach to these projects, and we replied to this step taken by the majority with a concrete proposal, for starting this process as soon as possible”, Xhafaj declared.

The propositions are accompanied with a schedule for each project.
