SP, plan for natural disasters

The Socialist Party gathered the Emergency Commission in which they
reported the bad situation around the country, which has isolated
thousands of people, mainly in north and northeastern Albania.

But most important, according to the Socialists, was the presentation of a mid-term plan that would enable a solution for the current situation and for others in the future.

The plan expanded in three main directions: 1) helping the isolated residents of the affected areas with special funds that would be used for recovering their economic and agricultural activities.

This was presented by MP Erjon Brace, who proposed the creation of a fund that would facilitate the damages created by the bad weather in the isolated areas, mainly in agriculture and farming; securing food and medicine for the isolated residents; securing the basic livestock food for two consequent months. These were some of the first points of the Socialist plan.

2) The second direction was the preparation with funds and structures for confronting emergencies in the future. This was presented by the Socialist MP, Arben Malaj, who underlined the creation of the endangered maps in Albania.

“The natural disasters have increased recently, with a cost for the families and the economy. Mid-term measures are needed for reducing the human costs and for distributing the economic cost in the best possible way; the creation of the high-risk map for the areas in Albania, and giving a special status to them with a special fund from November to February, and a special status for the medical service; the organization and maintenance of the national and local roads, with a specified fund for preparing the logistic in the emergency areas, in order to reduce the consequences”, Malaj declared.

3)The third direction of the Socialist plan was the energy, presented by MP Andis Harasani. He emphasized that Albania needs a planning for energy and a fund that should be managed by the Energy Regulation Entity (ERE). Harasani declared that the fund should be created by the electricity sale during the production peak, and it should be exploited for its purchase in a time of crisis.

“The energy sales and purchases need a prediction. We must create the energy balance fund by the sales made from March to July, managed and supervised by the ERE, and preserved at the Albanian Bank to be used in drought periods”, Harasani declared.

After the presentation, the Socialist leader, Edi Rama, declared that this plan is connected with the necessity to face the current situation and make predictions for the future. For this, he brought the Librazhd villages as an example, the residents of which he had visited earlier.

During the meeting with the residents, the Socialist Party distributed the aids collected by the opposition. The Socialist Leader declared that the state was absent in this area. Rama also mentioned the difficult financial situation of the local administration.

“The local administrations have turned into failing structures. The financial situation of these units is alarming. The communes are completely ruined, while the Prime Minister appeals them to face avalanches”, Rama declared.

By the end of his speech, Rama declared that the government is unable to build a plan for facing the situation, and that the government meetings are being used to shift the attention from the real issues.

“The government has no plan and neither the ability to create a plan. We see everyday how their meetings are used for shifting the attention, such as today’s hallucination for turning the Chinese into an obligatory language”, Rama concluded.

Rama in isolated areas

The Socialist leader visited on terrain the residents of the isolated areas, during the operation for distributing food and medicine in Librazhd.

Followed by the Mayor of Elbasan, Qazim Sejdini; the Mayor of Pogradec, Artan Shkembi and the Mayor of Korce, Niko Peleshi, the Socialist leader visited the Rrajce, Skenderbe and Bardhaj communes.

After expressing the SP readiness for offering its support to the isolated areas throughout the country, Rama declared that the opposition is doing what the government should have done with its structures.

“We have been mobilized in all areas, but we cannot replace the state. Unfortunately, the state has turned in a powerless structure in front of this situation. They have no plan”, Rama declared.

Rama added that besides help on terrain, the opposition will undertake other initiatives at the Albanian Parliament, to secure financial help for all citizens.

“We will ask the Parliament to take financial measures for facing the emergency and for curing the wounds of this human drama, such as the material and livestock damages. We hope that there will be no damage in people”, Rama underlined.

The Socialist leader did not spare irony against PM Berisha:

“While coming here, I learned that the PM has found a new formula for facing the current situation: learning Chinese”, he declared.

SP: No government assistance

The Socialist MP, Olta Xhacka, commented the situation created by the bad weather through a press release.

Xhacka declared that some of the road axes in the country continue to be blocked, and the institutions are doing nothing about this.

“The Has-Krume, Kukes-Krume-Qafe Prush roads are blocked. There have been no government assistance in the isolated Kukes villages”, Xhacka declared.

According to her, there is an extraordinary situation even in the Tropoje district, with the snow reaching 2 meters in the town, and also in Bajram Curri, where the roads are not being cleaned.

“300 food packages have not been distributed for Bajram Curri. In Brice, 9 families are isolated and without any contact. The situation in Puka remains very difficult, in the town and its communes”, Xhacka specified.
