SP, package for Constitutional amends

The meeting of the Legislation Council did not discuss the Socialist
Party’s request to change some articles of the Constitution.

The Council gathered, but the Democrats use the “time” element as an argument to postpone the debate.

The Democrats requested two weeks to get acquainted with the project, a request that the Socialists did not object or accept with their votes. This means that the real debate for the Constitutional amends, as proposed by the Socialist Party, will start after two weeks. The Socialists were prepared for this scenario, since the vice Chairman of the Commission of Laws, Fatmir Xhafa, submitted a request that appointed September 14th and 15th as a deadline for the debate. According to the SP, this date is sufficient for the voting by the end of September.

The representative of the opposition in this debate, Pandeli Majko, asked the majority to see their project calmly and not debate poli0tically. Considering the initiative of the opposition as already presented in the initial discussions for the immunity lifting, Majko presented no detailed material but spoke for four minutes about the way how the Constitutional packages should be treated, since they have in their core a more independent functionality of the Albanian justice system.

The Democrats have objected any possibility to find a compromise about this package, and they criticized the Socialists for not bringing a detailed presentation.  They emphasized that even the written material did not have the comparison models. The Parliament Speaker declared on behalf of the majority that the Socialist Party’s plan and the immunity issue are two independent matters. This stance shows why the Democrats requested two weeks to study the Socialist project, by keeping the opposition under pressure again so that they can pass the immunity lifting law without any conditions.
