SP: Consensual President

The Socialist MP, Damian Gjiknuri, also Secretary for the Electoral
Matters of the party, declared that the presence of 35 of the MPs on
the Parliament Floor during the first three rounds for the Presidential
election is indispensable even for holding the sessions, not only for
the President.

According to Gjiknuri, the qualified quorum comes from the Constitution.

“For the Head of the Albanian State, which is a symbol of unity, the will to be respected goes beyond the simple majority. The Constitution interpretation can be discussed, especially for the state figures. The fact that the first three rounds need qualified quorum shows that the Constitution has kept the consensus in mind. Otherwise, there was no reason why these rounds would need it”, Gjiknuri declared.

“The SP declared that they favor dialogue for electing a consensual figure. We don’t want to make a voting battle in Parliament, without being able to elect a consensual name. For us, sending the case to the Constitutional Court is a premature discussion. Now it is important to sit and dialogue, without judging any name. The idea for asking the opinion of the Constitutional Court is something to be seen, but on its time”, Gjiknuri underlined.

A political bluff or not, this remains to be seen. It seems that the Socialists will not open a new battle without closing the difficult negotiations for the electoral reform.
