government’s decision to privatize four hydropower plants: Bistrica 1,
Bistrica 2, Ulez and Shkopet.
The case was filed at the Prosecution by MP Eduard Shalsi, who said that the privatization of the HPPs causes 100 million EUR damage to the Albanian citizens.
“The Albanian government sold the Lanabregas Hydropower Plant to the Tirana Municipality for 3 million EUR. The four HPPs were sold for 1.4 million. We asked the Prosecution to investigate the difference”, Shalsi declared.
The government declared Kurum winner of the tender and government amended the agreement by adding a clause that obliges the Ministry of Finances to reimburse the VAT money that the government owes to Kurum, a clause that was imposed by the company. Kurum offered 109.5 million EUR for the purchase of four HPPs with an installed capacity of 80 MW, producing 400-450 million KWh each year.
