SP against the Electoral College

The Electoral College decision for the division of the Electoral
Administration Areas was considered by the SP as in full violation of
the Electoral Law and of the Constitutional principle of the power
divisions.

Damian Gjiknuri, Secretary for the Electoral Issues declared that the Electoral College has turned to a lawmaker, rather than a referee to the laws, serving to the interests of one political party and by compromising itself with the very first decision regarding the elections.

“The partial decision-making in favour of the political interests of the Democratic Party doesn’t create trust and a climate for honest and accepted elections, which was required by the national and international opinion. The law states that the division of the Election Administration Zones is a competence of the Central Election Commission and not of the Electoral College, especially for the fact that the previous project of the CEC to divide the electoral map into 76 EAZs received the opposition’s consent. The Democratic Pary urged that the decision should be postponed beyond any deadline, because they wanted more EAZs and ordered the political CEC administration to change it beyond any logical number”, Gjiknuri declared.

Damian Gjiknuri says that the Electoral College is creating a dangerous precedent with this decision for the parties’ trust to the rules written by them.

“Yesterday’s decision is attempting to undermine all the legal guarantees for the collegial decisions regarding the elections organization, which must have the trust of all political actors and that are written by the CEC. The Electoral College is putting in danger all legal standards that politics reached through consensus, and is turning into a CEC controlled by the executive power. The Electoral College is continuing the practice of the former Electoral College, which took decidions that were considered suspicious according to the ODIHR report, by influencing directly for the Albanian elections to not be considered normal by the EU and to cast shadows of doubt on the people’s right to decide through vote in accordance with the US State Department”, Gjiknuri underlined.

For the SP, the Electoral College decision is political and turns them into servants of the party in power.

“In the panic op loss, Sali Berisha is using any possible political blackmail to remove consensus from CEC. He is using the Electoral College as a party instrument serving to him. Such decisions provoke the people, but the voters are aware of the danger that the free elections are facing, and they will know how to protect their vote, despite the role that will be played by the justice controlled by Berisha”, Gjiknuri declared.

RBA: Electoral College, the first manipulation

The Red and Black Alliance reacted after the Electoral College decision that ruled in favour of the Democratic Party and divided the electoral map into 89 EAZs.

The decision was criticized by the Socialist Party, which underlined that the College didn’t have the necessary jurisdiction to realize these changes and that this issue shoukd be resolved within the CEC.

The Electoral College gathered after the DP filed a complaint to increase the number of EAZs to 100, from 66 that they were in total in 2009.

“Citizen Sali Berisha is provoking the Electoral College. They fear the free vote. Dividing the electoral map in 89 EAZs facilitates manipulations”, RBA declared.

According to the political party led by Kreshnik Spahiu, Berisha must leave as soon as possible, before the elections of June 23rd.

RBA criticized the consensus DP-SP for the Electoral Code, considering it “fatal” and “shameful”.
