The government pardoned a total of 984 million ALL debt to former
military officers. On the same time, the unemployment payment was raised
with 60%, from, 6850 ALL to 11.000 ALL. The time when this payment is
given also changed, based on the time when contributions are given for
social insurance.
In 1999, the then Socialist government passed the military status which would give payments to retired military officers, including early retirement pensions and other supplementary benefits.
But in a 10-year time, the laws were changed four times in total and were repealed by the Constitutional Court.
After 2005, when the right-winged government came to power, the law was amended to remove payments to retired military officers. Their argument was that the former government had established this law because most of the military were left voters.
In 2009, after failing several times in courts, the Berisha government approved decisions that would force former military to return part of the pension through installments.
The Insurance Institution opened every case of military retirement, by starting a series of lawsuits. Although the Constitutional Court had rejected the law amends of the Berisha government, the lawsuits for the former military officers continued.
In 2013, the incumbent government promised to resolve this issue, but there are still hundreds of cases at the Administrative Court which were mostly won by the military, but the implementation was delayed by the Insurance Institution due to the decisions of the former Berisha government.
This decision ends the trials and the former military who had been forced to return their pensions will take them back.
