Some changes suggested by the foreign donators for the economic
assistance scheme is expected to increase the number of benefiting
families and the budget cost, according to the Ministry of Finances.
Shqip Newspapers says that the most important amend is the relation of the benefits with the school registration of their children; a scheme that has proved successful in many countries. This reform aims to use the annual 100 million EUR of government social assistance fund not only for the basic consumption, but also to save the children of the poor families from a future without education.
Another important amend is the replacement of the current scheme, in which the male head of the family is the one who benefits directly, with a new scheme where even females can benefit. This proposition aims to reduce the chances when the head of the family misuses the social assistance money.
In Albania there are 105.000 families on economic assistance that receive 4000 ALL monthly. This is sufficient only for the daily bread, especially for the families with too many members.
The government also aims to create an electronic register for the benefiting families, in order to avoid misuses. The government has often complained about the big number of benefiting families.
