
The opposition rejected the amend of the law for the functionality of the Albanian National Security Authority.
Until now, the law provided the term “at the Council of Ministers”, but the Commission of Security required to change it with the term “under the Prime Minister’s competence”.
The vice Chairman of the Socialist group in this Commission, Ilir Gjoni, declared that this request is a mania of the Prime Minister to expand his power.
“We base our argument on what mostly concerns the public opinion, and this is related with the fact that the political pathology of the Prime Minister has the power grip as main symptom”, Gjoni declared.
“The proposed initiative doesn’t guarantee professional independence. This is for the correction or improvement of the law, but it is directly related with a political desire of the Prime Minister to grip as much power as possible”, he added.
“This proposed amend is based exactly on this philosophy, because it goes from a collegial management to an individual one”, Gjoni stated.
The Albanian National Security Authority representatives declared that so far, regardless the legal term of their dependence, they have been under the Prime Minister’s competency since 2003.
“The Albanian National Security Authority periodically informs the Prime Minister about the way in which the security issues information is treated. The Council of Ministers is also under the Prime Minister’s dependence. Our reports and legislations go only to him The ANSA director does not inform the Council of Ministers, as a collegial organ, but only the Prime Minister. We only legitimate the practical aspects. This doesn’t mean that there has been any organizing or functional law violation since 2003”, the ANSA director declared.
The law amend passed with only the majority’s votes.
