Rrapo, court reviews extradition

Although the extradition of ex Foreign Ministry employee, Almir Rrapo, is now fait accompli and he is being tried by the American system, the Albanian justice still has not been able to say its final word if Almir Rrapo should be extradited to USA or not.

The delayed decision of the High Court ordered a revision of the US demand to extradite the 27 year old Almir Rrapo to USA, although he has already left Albania under the custody of FBI.

Two lower grade courts, the Court of Tirana and the Court of Appeal said “yes” to the extradition of Almir Rrapo, charged for 11 crimes. But the High Court dismissed both decisions with the argument that the courts cannot allow his extradition without informing an Albanian agency beforehand, since the accused is not going to face death penalty.

According to the High Court, it is the Tribunal of Fact which, by implementing the mutual agreement signed with USA on 1993, should present at least one proof that proves Rrapo guilty.

Despite this argument by the Criminal Court College, the Albanian citizen, Almir Rrapo, has not profited anything by the judicial system of his own country.

The High Court returned the extradition case to the Tirana Court and it is being reviewed by Judge Antonela Prendi, but even she seems of having no option for this case.

The judge is reviewing this case since October 2010, but the evidence that she has asked against the accused haven’t arrived yet.

“After USA will present their evidence, we will prove the suspicions on Rrapo. The court sent another request for review to the Justice Ministry”, Prendi declared.

Altin Ibro, Almir Rrapo defending lawyer, declared that “the process has had no progress because the justice institutions have been dragging their feet”.
