
The Ministry of Finances tried to explain through a press release the
main amends brought by the Normative Act that modifies the budget.
The Ministry says the Act accommodates the difference foreseen in the state budget revenues with the minimal cost to the budget of institutions.
Another objective, according to the Ministry of Finances, is the accommodation of the local government amends as resyult of the new territorial reform.
The Ministry says it is important to underline that the Normative Act has not changed the total deficit of 2015, by keeping the same one that was approved in the agreement with the IMF.
“The budget spending will be 3.92% lower than the plan of year 2015”, says the Ministry of Finances.
“Despite the lower spending, it is important that the real institution budget is not touched. The intervention is made with those elements where spending has not been realized by the end f the year”.
This is another explanation from the Ministry of Finances, which tries to explain some of the main elements of the Budget.
Capital Expense remain in the same levels, which means that the economy is safe in taking its stimulus from the budget of 2015. Some reallocations have been approved for this element, from investment projects with foreign loans to those with internal funding. This is due to the slow progress and implementation of projects with foreign finances for 2015, mainly in national roads.
There are propositions for reallocating funds from projects with internal funds to those with a higher progress.
As result, the investments of internal funding for the ministries and institutions is increased iwht 5 billion ALL, but this value is even higher if we add the transfer funds which are used for projects like the new Stadium in Shkoder, with 1.5 bilion ALL, and fund for developin regions with 500 million ALL.
