The former Minister of Energy, Damian Gjiknuri, did not issue the law that encourages the use of renewable energy, although it was required by law.
The purpose of this law is to encourage local production of renewable energy, and failing to implement it will harden the economy of Albanian people.
The Energy Corporation will import 3.8 million EUR of energy, which would have had a much lower price for Albanian citizens if the project had advanced.
Law expert Anduel Cekrezi quotes article 21.2 of the law, which forces the Minister of Energy to publish the details of this law within 12 months after it was ratified. The Energy Corporation claims that the law cannot be implemented as long as the details are not published.
