The Albanian justice has reached the point when the public doesn’t trust
them anymore. According to the Minister of Justice, Nasip Naco, not
only honest judges, lawyers and prosecutors need to be promoted by being
declared as men of the year, but the entire system needs to be affected
by urgent reforms.
“To change this we asked a reform at the Supreme Court, which has a load of 10,000 criminal and civilian cases that have been delayed in years. The main reason for this is that the parties appeal for every case at the Supreme Court, because it is allowed by the existing rules. The Constitutional Court reform is a priority, especially for the qualification of judges, the procedures for their selection, the organization of this court, and the establishing of reasonable deadlines for declaring other decisions. The reform at the High Council of Justice is a priority for the Ministry of Justice, due to the problems related to the status and role of HCJ members, and also for the appointing, transferring and evaluation processes of judges. It is also for avoiding competence conflicts between the Ministry of Justice and HCJ, and for harmonizing their work with mutual inspections. We need a reform at the Prosecutor General and more attention should be paid to the reforming of this institution. It will be a priority to strengthen their competences, and also those of the Prosecution’s Council”, Naco declared.
The need for reform found the support of the President of the Constitutional Court, Bashkim Dedja; the Persident of the Supreme Court, Xhezair Zaganjori, and the Deputy Chairman of the HCJ, Elvis Cefa.
“All legal and constitutional reforms that serve to justice and to increase the public’s trust on justice need to be supported and encouraged”, Dedja declared.
“Certainly that we want deeper reforms for repairing the problems in the judiciary. We need close cooperation with the international partners and the European Union”, Zaganjori declared.
“Every contribution for helping Courts make it easier for citizens to find justice will have a strong support from the HCJ”, Cefa declared.
These declarations were released during an organized meeting on the National Day of Justice.
