Referendum for 3 laws, Azizaj: Illegal

Is there an unlimited right to bring to a popular vote every law that
the Parliament cannot vote with qualified majority, as it happened with
the three integration laws that were blocked?

One of the Constitution planners, Sokol Azizaj, says that Article 81 of the Constitution which foresees that the laws for the organization and functionality of institutions need 35th of the Parliament Members’ vote. This article allows the Parliament to pass the three draft laws that have been discussed for the integration.

“Should this initiative go to a referendum? Legally and constitutionally the referendum cannot be held”, Azizaj says.

Azizaj’s second argument supports his conviction that holding referendums for three drafts is anti-constitutional, the content of the laws.

“The Constitutional Court can allow a referendum for very important matters”, says article 150 to which the majority referred for the referendum request.

“There could be something equivalent between the Parliament initiative and for not importing the environment wastes from other countries, but what is the special significance that the Parliamentary Regulation has for the citizens life, so that they should hold a referendum for it”, Azizaj declared.
